Security company owner hired unlicensed security guards

A security company owner has been arrested for hiring unlicensed security guards, according to the Texas Department of Public Safety.
On Aug. 2, Eduardo Garza, 36, was arrested on two counts of unauthorized employment of a private security agency, both Class A misdemeanors.
On July 13, the Texas DPS Criminal Investigations Division along with the Laredo Police Department Texas Anti-Gang (TAG) unit conducted a security guard check July 13 at Pescador Amusement on 3620 S. Zapata Highway, Winner Amusement on 4100 San Bernardo Ave., Fireball World on 4520 San Bernardo Ave. Suite 17 and Garden Amusement on 2324 Jacaman Road, Suite 209.
During the guard check operation, four men were conducting security guard services. Authorities identified these men as Hector Avalos, 9-5-2005, Robert Hugh Blair Jr. 12-22-1961, Vicente Mendez-Hernandez 9-8-1976, and Juan Alfredo Peña 6-24-1949, states the arrest affidavit.
These four men did not possess an active security officer license when authorities conducted the guard check operation. Avalos, Blair, Mendez-Hernandez and Peña claimed employment with Royal Protection Security Services, the affidavit states.
In addition, they were hired by the owner, who was identified as Garza. Peña, Avalos, Mendez-Hernandez and Blair were arrested and charged with impersonating a security officer due to not having a license, court documents state.
On Aug. 2, a Texas DPS Program Investigator for the Regulatory Services Division conducted an inspection of the owner of Royal Protection Security Services.
“During the inspection of Garza, it was confirmed that Garza did employ Peña and Blair for the above mentioned location,” states the affidavit.
