Man indicted in fatal crash that injured security guard and police officer
Jefferson County TN March 28 2018 A Jefferson County Grand Jury heard evidence Monday concerning the events of a traffic accident which occurred at the intersection of George Avenue and King Street in Jefferson City in October 2017, and returned a presentment.
The crash resulted in the death of Brittany Lashae Brown, 27, and injuries to Jefferson City Police Sgt. Scott Winstead, Carson-Newman University security guard Lucas Trent, and the suspect.
Fourth Judicial District Attorney General Jimmy Dunn said the grand jury returned charges against Kelly Lee Livesay, 35, Russellville, charging him with two counts vehicular homicide; four counts aggravated assault; DUI; second offense driving on revoked license; theft over $2,500; possession of methamphetamine in a drug free zone; three counts identity theft; evading arrest; and reckless endangerment.
Just before 11:30 p.m. on Oct. 6, Jefferson City officers responded to a disturbance on West Ellis Street. Upon arrival, officers approached the residence on foot where they encountered an SUV parked in the driveway.
Officers approached the vehicle to speak with the occupants when the SUV suddenly sped toward the officers, forcing both to jump from the vehicle’s path.
A short time later, Jefferson City Sgt. Scott Winstead notified other units by radio he had been involved in a serious car crash at the intersection of George Avenue and King Street, only a few blocks from the initial incident. Officers determined the offending SUV was the vehicle which had fled earlier. Police said it was apparent the suspect vehicle failed to stop at the intersection and had struck Winstead’s cruiser at a high rate of speed.
Several nearby Carson-Newman students noticed the patrol car had caught fire. They immediately extinguished the flames and pulled the entrapped sergeant and Trent from the vehicle. Jefferson City Police Chief Andy Dossett said the heroic actions of the students likely saved the lives of both officers.
Winstead and Trent were treated at the University of Tennessee Medical Center.
Livesay, the operator of the SUV, also was transported to the Knoxville facility and Brown died at the scene.
Livesay is currently being held in the Grainger County Jail on unrelated charges and is being held with no bond on the Jefferson County charges.

Livesay’s arraignment has been set for Monday, April 2, before Circuit Court Judge Duane Slone.
