TCSO arrest seven in sting operation at Eagle Mountain Casino
An undercover operation last weekend at Eagle Mountain Casino by the Tulare County Sheriff’s Office resulted in numerous arrests on drug related charges as well as for outstanding warrants.
TCSO personnel and T.A.G.N.E.T. (Tulare Area Gang and Narcotics Enforcement Unit) Majors, Narcotics Division partnered with Eagle Mountain Casino’s Tribal Gaming Commission Compliance Division to undertake the narcotics sting operation at the casino last Friday and Saturday.
The investigation was sparked by complaints of illegal narcotics being found on the casino premises, and the Tribal Gaming Commission reached out to the Sheriff’s Office to assist in combating the issue.
Specifically, TCSO were notified by security staff at Eagle Mountain of suspected narcotic sales happening on the casino floor. Casino staff came to these conclusions by observing suspicious behavior in various patrons.
Because of these observations they requested TCSO conduct an undercover operation as they have in the past at the casino to assist in dealing with the problem.
Investigators from the Sheriff’s Narcotics Division posed as casino patrons and made undercover purchases of methamphetamine from numerous people, who were arrested for charges of possession for sale of methamphetamine, possession of drug paraphernalia, conspiracy and active arrest warrants.
In all, 18 TCSO officers assisted with the operation.
“We are pleased to have been able to assist Eagle Mountain Casino Security with this issue and are pleased with the results,” said Lt. Jim Franks, street crimes commander for TCSO. “We look forward to additional details of this type in the future.”
According to information released by TCSO, seven arrests were made as a result of the operation, and investigations are continuing:
t Eduardo Teran, 43, Use or Under the Influence of a Controlled Substance.
t Lisa Sanchez-Diaz, 42, Possession for sale of methamphetamine, conspiracy.
t Paul Frausto, 48, Possession for sale of methamphetamine, possession of drug paraphernalia.
t Nicholas Miller, 28, Possession for sale of methamphetamine.
t Hector Manuel Gonzalez, 24, possession for sale of methamphetamine.
t Alvaro Carranza Carasco, 33, possession for sale of methamphetamine, conspiracy, use or under the influence of a controlled substance.

The Sheriff’s Office and the Eagle Mountain Casino Tribal Gaming Commission are taking a zero tolerance proactive approach to these types of activities on the casino property.
