Former Chicago school security guard accused of sexual assault or abuse of 4 girls, aged 7 to 12
Chicago IL Aug 30 2019 Horrific details were released in court Thursday about allegations that a 67-year-old former Chicago Public Schools security guard sexually assaulted or abused four girls under the age of 12 over a span of nearly 20 years ending as recently as earlier this year, prosecutors said.
In one incident, James W. Wilson threatened to “use his position at CPS to alter her grades if she would not comply,” authorities alleged.
Wilson, charged with predatory criminal sexual assault and aggravated criminal sexual abuse, was denied bond during a hearing before Judge John F. Lyke Jr. at the Leighton Criminal Court Building, court records show.
Wilson, who has not been employed at CPS since he resigned in 2009, according to prosecutors, is of the 7700 block of South Hamilton Avenue, in the city’s Gresham neighborhood.
Prosecutors said in 2004 and in 2009 Wilson was the subject of a CPS investigation into whether he had “inappropriate sexual conversations” with minor students. The district placed a “do not hire” designation in his file and he resigned on July 1, 2009, prosecutors said.
One of the earliest alleged attacks, in 2004, happened while he was a CPS guard and supervisor of security, when Wilson recorded himself performing oral sex on an 11-year-old female relative after calling her into his office in the basement of his home while she was doing her homework, prosecutors said.
Another time, he drove the 11-year-old to his CPS office and showed her photos he’d created from the videos; during an additional alleged incident, he pulled up to her in his car while she walked to school, took her to his home and made her undress in front of a camera, authorities allege. Prosecutors said he sexually assaulted her after telling her to “spin around naked.”
Wilson also allegedly assaulted another victim multiple times between 2013 and 2015 and again earlier this year, prosecutors said.
Another victim, according to prosecutors, was a 7-year-old neighbor who was with her parents when she attended a party at Wilson’s house in 2013.
Authorities allege he followed her into a basement bathroom, pushed her against the wall, pulled down her pants and underwear and sexually assaulted her, stopping only when he heard someone approaching.
During another party later the same year at his house with her parents, she told her mom she was scared to use the restroom alone and even tried to convince her mom to accompany her, but she wouldn’t, prosecutors said.
When she didn’t return after a few minutes, her mom went downstairs looking for her and saw Wilson in front of her in the basement, officials said. After the girl “outcried” to her mom and Wilson tried to “interfere’’ in the conversation, her mom found cocoa butter on her daughter’s private parts and underwear that prosecutors said Wilson placed there.
Another alleged incident involving the same girl occurred in 2014 or 2015, when she was 8 or 9 years old and was asked to get papers for her father from Wilson’s office. She went to his basement office, and he pulled her clothing off and sexually assaulted her, prosecutors said.
On another occasion when she was 8 or 9, he allegedly forced her to watch pornography while he fondled himself and sexually assaulted her, allegedly forcing her to perform oral sex about half a dozen times, prosecutors said.
As recently as earlier this year, when she was 12, she was in a garage with Wilson when he fondled her, causing her pain, according to prosecutors.
A separate alleged attack involved a girl who was 11 and attended school near Wilson’s home and whom Wilson was babysitting with his wife, according to authorities. Wilson is accused of following the girl to his basement and fondling her; another morning, before school, Wilson confronted her while wearing nothing but a bathrobe and tried to grab her, prosecutors said.
The girl ran, hid under a dining room table and then fled the house, prosecutors said. Wilson told the girl not to tell anyone, but she alerted her mother to what happened, prosecutors said.
A witness contacted the Illinois Department of Children and Family Services on July 3 this year after at least one victim told the witness Wilson had fondled her, officials said.
The earliest alleged assault happened in 2001, when Wilson was 49 and the alleged victim, the daughter of a woman dating a relative of Wilson’s, was 10 or 11, prosecutors said.
Wilson, who authorities said asked the girl to call him “paw paw,” allegedly fondled the girl as many as 20 times, at least once after she had fallen asleep on a couch and awoke in Wilson’s bed, wearing only underpants while he was clad only in a robe, prosecutors said.
After Wilson asked the victim to have sex with him, she got dressed and went to another room, but he repeated the request, this time offering her money, prosecutors allege.
Later that year, Wilson called her into a room, locked the door and then sexually assaulted her. The incident included him fondling her breasts and “measuring” them to see if they were “getting bigger,’’ prosecutors said. This victim, now 28 years old, told her mother what happened when she was 19, prosecutors said.
Wilson is expected in court again on Sept. 5.
