Former deputy, security officer accused of sexual abuse against minor in Marion County

A former Jefferson County Sheriff’s deputy is being held without bail after being accused of raping a woman and sexually abusing a minor while working for a Salem security company that previously contracted with Salem-Keizer Public Schools.
Jorge Ulises Serrano, 28, of Woodburn, was arrested Jan. 10 and charged with first-degree rape, first-degree encouraging child sexual abuse, second-degree sexual abuse and using a child in display of sexually explicit conduct.
His next court appearance is scheduled for Wednesday at 8:30 a.m.
He is accused of raping a woman in Marion County on or sometime between Sept. 1, 2015 and Oct. 1, 2015, according to court documents.
He also is accused of sexually abusing a minor in Marion County and compelling her to engage in sexually explicit conduct on video on or around July 15, 2015.
Serrano was previously arrested Dec. 7 by Washington County Sheriff’s deputies for allegedly sexually assaulting an unconscious Hillsboro woman in 2015.
Since then, Washington County Sheriff’s Office detectives have identified and interviewed six additional victims, including underage females who live out of state, according to a press release.
Investigators said Serrano used social media to meet women, including underage girls, some of whom detectives have been unable to identify.
Serrano was a deputy for the Jefferson County Sheriff’s Office from July 10, 2017, until he was discharged on Nov. 14, 2018, according to the Oregon Criminal Justice Information Records Inquiry System.
He worked as a patrol officer for several private security firms, including Advanced Security Inc. in Salem, which had a contract with Salem-Keizer Public Schools until the summer of 2018.
Marlin Otto, regional manager for Advanced Security Inc., confirmed Serrano was employed with the company from October to December 2014, then again in September 2015.
He said Serrano ended his employment with the security company in July 2016.
Lillian Govus, Salem-Keizer Public School’s Communications Director, confirmed that Serrano had access to school properties as needed by the school district with a badge that only gave him access to properties during the hours he was on duty.
His first assignment was overnight at South Salem High School in September 2015. His last assignment was July 11, 2016.
Serrano mostly patrolled school properties overnight and hardly had contact with students, Govus said.
There were no arrests or charges against him at the time, she said.
“When we ran fingerprints, there was nothing associated with his file,” Govus said. “If there were charges that came to our attention… with a contractor, we would say the person does not have access to school.”
Serrano’s LinkedIn page says he worked as a security officer for Advanced Security Solutions Inc, patrolling for the Salem-Keizer district, Oregon Department of Transportation properties and private businesses.
Serrano also has worked at North Pacific Security Inc., Securitas USA, Arcadia Security & Patrol Inc., First Response Inc., Corporate Crime Control Association and Allied Barton Security Services, according to the Oregon Criminal Justice Information Records Inquiry System
Washington County detectives arrested Serrano in his Woodburn home Dec. 7 for allegedly sexually assaulting an unconscious Hillsboro woman in 2015.
He pleaded not guilty to one first-degree rape charge and three first-degree sodomy charges.
The investigation began Oct. 15 after the Washington County Sheriff’s violent crimes unit learned that an “intimate video” was posted online without the subject’s consent.
Serrano had worked as a security guard assigned to patrol residential and commercial areas in Portland, according to a release from the Sheriff’s Office.
While on duty in the spring of 2015, Serrano came across a woman living in an apartment complex in Hillsboro.
Investigators said he drove the woman to a nearby building and “engaged in sexual acts” with her, which he filmed and posted online without her knowledge, according to detectives.
He met the woman again after his shift and allegedly sexually assaulted her while she was unconscious.
Detectives learned that Serrano uploaded the video between July 2017 and November 2018, while employed as a deputy with the Jefferson County Sheriff’s Office.
 He was discharged as a deputy on Nov. 14, according to the Oregon Criminal Justice Information Records Inquiry System.
