Former Wichita Falls Police officer, his wife, son, and step-daughter arrested in theft ring
WICHITA FALLS, TX June 24 2018
Scott Higgins, 54, a former Wichita Falls Police officer, his wife, son, and step-daughter were all arrested for their part in the alleged organized retail theft ring on Tuesday.
Scott Higgins, Angelique Higgins, 50, Spencer Higgins, 20, and Sydney Stockton, 30, were all booked into the Wichita County Jail.
Angelique and Stockton have only been charged with Organized Retail Theft Over $300,000. Scott and Spencer face the same charge in addition to one count of Money Laundering Over $300,000.
According to court documents, Scott Higgins was medically retired from the WFPD. City officials confirmed on Thursday Scott Higgins had retired on May 31, 2004.
We reached out to officials with the Texas Municipal Retirement System to find out how much Higgins had been paid through his pension since 2004.
However, representatives said they could not comment or release information about people’s benefits. The communications director did say in accordance with state law, even if a person is convicted of a crime it does not make a difference in their pension.
That would mean if Scott Higgins is found guilty in a court of law and sentenced to prison he would still receive his pension from his service to the WFPD.
We also spoke with WFISD Superintendent Michael Kuhrt about Sydney Stockton who is an employee of the district. Stockton has served as the librarian at Rider High School.
Kuhrt said Stockton has been placed on administrative leave pending the outcome of an investigation.
As of Thursday evening, Scott, Angelique, and Stockton are no longer in the Wichita Co. Jail. Spencer Higgins remained behind bars on a $50,000 bond.
