Johns Hopkins draft agreement with Baltimore police maps out private police jurisdiction

Johns Hopkins University released a memorandum of understanding between it and the Baltimore Police Department as the university moves forward with establishing its own private police force.
According to the draft document, Johns Hopkins will create a police force to patrol the university’s campuses in Homewood, Peabody and east Baltimore.
Their jurisdiction would include garages, sidewalks and streets within those boundaries.
The only times when university police officers would be able to exercise police powers off campus would be when they are pursuing a suspect or if they’re needed to help direct traffic. The mayor’s office could also be called in an emergency situation.
All university police officers will need to wear body-worn cameras, and Baltimore police will have access to that video.
The university will host its first town hall meeting Thursday evening.
