Knox County TN task force arrests 2 in alleged baby formula coupon scheme
KNOXVILLE, Tenn. December 16 2018 The Knox County Organized Retail Crime Holiday Task Force arrested two people Wednesday believed to have been passing counterfeit coupons for baby formula in several states.
Jinbin Weng, 28, and Ouyang Xushou, 33, both of Philadelphia, Pennsylvania, are charged with criminal simulation and theft of merchandise in a scheme that netted them more than $35,000.
Deputies say they were alerted by a local retailer that the pair had passed counterfeit coupons. After making contact with the two, officers determined they made the coupons to defraud retailers and buy the formula at a discounted price.

Officers seized $4,500 in formula from their rental van, $13,500 in counterfeit coupons, and more than $17,000 in cash and gift cards.
Officers believe the pairs made stops in multiple states in the days before they were captured.
