New Jersey National Guardsman nabbed by security for king photos up women’s skirts
MONTAGUE NJ November 5 2018 — A 41-year-old New Jersey National Guardsman from Branchville, arrested in June in Salt Lake City and again in July in Union for allegedly taking photos up women’s skirts, was arrested for the third time Thursday in a grocery store in Montague.
Stephen Grogan was arrested shortly after 4:46 p.m. Thursday at the unidentified store. His arrest came after a store security guard witnessed Grogan, standing in an aisle next to the victim, lower himself to the floor, position his cell phone under a female’s skirt and take photos without her consent, according to the New Jersey State Police.
Store security detained Grogan and called the police. His cell phone was later seized after Grogan attempted to hide it between packages of flour when store security initially confronted him, police said.
Grogan was charged with lewdness, a disorderly persons offense, and lodged in the Sussex County Jail. He had been released as of Friday afternoon.
On July 27, Grogan was charged by the Union Police Department after a loss prevention worker at Target on Route 22 caught him allegedly “squatting near female shoppers with his phone in his hand,” according to police.
Although Grogan had left the scene after the incident, his car was described by the employee and Grogan was pulled over and arrested. He was charged with fourth-degree invasion of privacy.
Police said the 24-year-old victim was unaware of Grogan’s acts.
On June 11, Grogan was arrested by the Salt Lake City Police at a military base in the city, where he was reportedly undergoing military training, after he was caught allegedly putting his phone beneath women’s skirts as they shopped at a Salt Lake City mall. Police indicated he confessed to the accusations against him.
One of Grogan’s alleged victims was shopping inside American Eagle two days earlier — on June 9 — and after returning home, posted on Facebook that a then-unidentified male “knelt down beside her, put a camera under her skirt with the camera lens facing up.” She also posted a photo of the man that her husband took while in the store, which garnered 2,000 shares.
The couple filed a police report, and police were able to positively identify the man as Grogan and arrested him June 11.
He was charged with voyeurism by electronic equipment — a class A misdemeanor in Utah punishable by up to one year in prison.
Grogan will likely face his Sussex County charges in municipal court.
