PA parent accused of illegally recording meeting with school staff

A mother with a child enrolled in Cumberland Valley School District is facing a criminal wiretap violation after police say she secretly recorded a meeting she had with district staff.
Mouna Elmandili, 37, of Hampden Township, is charged with one count of misdemeanor intercepting communications. Police said she secretly recorded a meeting she had with staff at Hampden Elementary School in August.
On Aug. 31, Elmandili met with a teacher and administrator at the elementary school regarding her child in kindergarten, telling them that the teacher had slapped her hand a day earlier, according to an affidavit of probable cause filed by Hampden Township Police.
Police said Elmandili secretly recorded the conversation without the consent of the other two people present.
Pennsylvania law generally requires all people involved in a private conversation to consent to being recorded.
Elmandili had presented the recording to senior district administration, police said.
Police began investigating the case from a report to ChildLine, the state’s child abuse reporting system, about the teacher allegedly striking Elmandili’s child, according to the affidavit.
Hampden Township Police Lt. Richard Nulty said police have concluded their investigation against the teacher and determined that no charges should be filed.
Elmandili was arraigned Thursday in front of Magisterial District Judge Kathryn Silcox and released on her own recognizance, according to court records.
