Public indecency charge for Stamford housing security guard
STAMFORD CT April 3 2019 — A security guard at a senior housing apartment building who has a troubled past was arrested last week for allegedly exposing himself to a cleaning woman and masturbating in front of her on two occasions.
The woman told police it had been going on for months until she was able to surreptitiously film him doing it on her phone camera, according to his five-page arrest affidavit.
Rony Pierre-Louis, 55, of Seaton Road, was charged Monday with two counts each of public indecency and breach of peace and was released after posting a $25,000 court-appearance bond.
The Hispanic cleaning woman went to police on March 20 to report that a security guard at Post House, 40 Clinton Ave., was masturbating in front of her on a regular basis while she was cleaning his office in the building, that has 60 units for seniors and disabled residents, according to affidavit. The 47-year-old woman said she was scared and upset because the man would just stare at her while doing it and the day before she had been able to film him while in the act.
Officers watched the tape that showed a man sitting on a chair with his penis out masturbating while staring at the woman, the affidavit said. The woman told police she put the phone on her rolling work station and positioned it so the phone would point to where he was sitting. She said he masturbated for about 25 minutes while she worked in the room.
The cleaning woman said she did not come forward before because she only began working for the cleaning company two months before. She said she was afraid no one would believe her and she wanted to get some proof before she made an accusation.
Police reached out to the employer of the security officers at the building, Century Protective Services, and they supplied police with the security officer’s name.
When police checked their records, they discovered that Pierre-Louis was a suspect in two cases involving a masturbation in public.
He came under suspicion in April 2005 when he approached a woman and her 6-year-old daughter with a written note after he had been watching them from inside his car near the volleyball court at Cove Island Park. The woman told police the note said, “You both made me come,” the affidavit said. No charges were filed.
In May 2015 he was arrested for allegedly masturbating in front of a woman in her car parked at Cummings Beach and was charged with public indecency. In that incident, the woman was able to get pictures of Pierre-Louis exposing himself to her while in his car with the door open.
Century Protective Services said Pierre-Louis had been working for them since February 2017 and that there has not been any similar incidents reported against him. The security company said Pierre-Louis was checked prior to his hiring and the background check was clean, despite there being a lengthy story about his arrest at Cummings Beach two years earlier.
At his arraignment on Monday, Judge John Blawie made it a condition of his release that Pierre-Louis be given a mental health evaluation and that he participate in intensive pretrial supervision, stay away from the Clinton Avenue building and stay away from the complaining witness against him.
