School security guard, PA state constable charged with indecent exposure

Propel Schools security guard and Pennsylvania state constable, Arlen Harper, 27, has been charged with open lewdness and indecent exposure, according to court documents.
North Versailles Police said Harper was captured on video exposing and fondling himself, inside a Walmart on Sept. 8.
According to the criminal complaint, when police stopped Harper, as he was leaving, he denied the accusations. Court papers say Harper told officers that he too was a law enforcement officer, then handed them his constable badge and a Propel Schools ID.
The complaint said Harper explained that he was a security guard in the Turtle Creek, Pitcairn and McKeesport Propel Schools.
Propel Schools spokesperson, Sonya Meadows, said Harper has worked in the K-8 buildings for approximately a year and a half. Meadows said he has now been placed on unpaid administrative leave.
“You would never expect that type of thing, especially somebody that works at a school around children,” parent Kisha Johnson said. “It’s actually heartbreaking to hear that that actually happened.”
Kisha Johnson’s 8-year-old and 11-year-old children attend Propel East, in Turtle Creek. She said explaining this situation to them will be tough.
“Kids can get confused, especially if they find out something like that happened, they say mom and dad say that these are people, but this happens just makes it a little more difficult,” Johnson said.
Harper is scheduled to go before a local judge in October.
